Principles of Agenda 21For the definition and realisation of the objectives expressed in Agenda 21, principles and main instruments for the achievement of the objectives concerning sustainable development have been drawn:
- Activation of a Forum: all relevant subjects on a local level to the ends of a common strategy
- Permanent consultation: consultation with local communities has the aim of recognising the needs, define resources which each part can put into play, pin point and instruct any conflicts between differing interests.
- Territorial audit and layout of a Report on the status of the Environment: collections of all basic details on the physical, social and economical environment. A true urban audit that will be used to build, through environmental indicators, the Report on the state of the environment on which the discussion for the drawing up of the Local Agenda 21 with the aid of the Local forum.
- Objectives and priorities (targets): in the definition of the Local Agenda 21, the definition of the objectives, as concrete and quantifiable as possible, must be integrated with the formulation of a list of priorities. General objectives and priorities must translate in programmes addressing specific issues and associated to precise time deadlines.
- Environmental plan of action: this must be intended as a programme of concrete and necessary actions to reach the preset objectives, with the definition of the "players" who will be responsible of the actuation, of financial resources and support instruments.
- Monitoring, evaluation and updating of the Plan of Action: procedures must be activated for control over the actuation and the efficacy of the Plan of Action with periodical reports that will pinpoint improvements and deterioration of the environmental situation.
